In 2003, the County of Alameda (County) commissioned Mason Tillman Associates, Ltd., to perform an Availability Study. The purpose of the Study was to analyze the County's use of local, minority and women business enterprises (M/WBE) on County construction, architecture and engineering, professional services, and goods and other services contracts. The study period covered July 1, 2000 to June 30, 2003.
